Marin, a former lobbyist and pharmaceutical executive, is take on the PCMA’s lead role as pressure mounts for its members – middlemen in the pharmaceutical supply chain increasingly blamed for contributing to runaway drug prices.

The PCMA spent about $17.5 million on lobbying in 2024 as lawmakers in Washington considered a series of PBM reform bills, none of which made it across the finish line. Still, top congressional leaders plan to reintroduce a bipartisan package that cracks down on PBMs, and the “Big Three” drug brokers (Cigna’s Express Scripts, CVS’ Caremark, and UnitedHealth’s OptumRx, all PCMA members) continue to draw criticism from states and antitrust regulators.

Our promise is to be a driver of that conversation in Washington and state capitals across the country.”

Marin replaces interim executive director Lucia Lebens, PCMA’s director of government affairs. Lebens has led the lobby since the end of 2025, when the former CEO JC Scott resigned after seven years at the head of the PCMA.

Previously, Marin led government affairs and public policy at Viatris, a global pharmaceutical company with 14.7 billion dollars in annual sales.

Before that, the executive was CEO of Podesta Group, a DC-based lobbying firm. Marín left the Podesta Group almost at the same time as the lobby disappeared at the end of 2017 after becoming embroiled in special counsel Robert Mueller’s Russia investigation.

The PCMA also appointed Brendan Buck as group communications director. Buck comes to PCMA from public affairs agency Seven Letter and spent more than a decade on Capitol Hill as a communications adviser and Republican press secretary.

Buck also worked as vice president of communications for the major insurance lobby, AHIP.

Last month, the PCMA also announced that it had hired Sean Williamsformer airline industry lobbyist, as senior vice president of state affairs starting in January. PCMA also named a new board chairman, Express Scripts top executive Adam Kautzner, in the fall.
